Empty target entry in alt-trans cause crash

Description

If there is an empty target element in an alt-trans element, Ocelot tries to get the target assuming (correctly) that there is one (<target> is mandatory in <alt-trans>) but crash on a null target LocaleId.

The real fix is to change the XLIFF Filter to handle this case correctly (https://code.google.com/p/okapi/issues/detail?id=412)

Meanwhile the issue can be resolved with the following work-around in Ocelot's OkapiXLIFF12Parser.java in retrieveOriginalTarget()
